I would very recommended for parents who want to spend quality times with their kids and want to find a very good and suitable place for kids and family friendly, free and you can gain new knowledge every time you visit ! It's a Library ! yes Library ! maybe last few years ago, Library seems a very bored place to visit, but now a days, I think Government & some related corporation have their big efforts to transform new concept of Library.
Public Library or Perbadanan Perpustakaan Awam have few branches in Penang. I believe all branches have their own specialties and activities.
I have visit Public Library at Seberang Jaya, Perai , Penang quit few times and every time visit with my 3 years son, we never get disappointed, they always update their books, magazine &activities for children.

The most facilities that I really like at Public Library at Seberang Jaya are they have indoor and outdoor playground. But for indoor, it's more to toddler or baby playground and, this Library also have their own cafe that serve you breakfast , lunch & some of tea time.
